CHAR column incorrectly defaulting to latin1_swedish_ci

I have MySQL defaulted to the utf8 character set with a collation of utf8_general_ci. When I create a table in toad and add VARCHAR columns they default properly to utf_general_ci. When I add CHAR columns they default to latin1_swedish_ci (see the attached). Why aren't the CHAR columns defaulting properly? Thanks!
