Read Only TOAD installation for MYSQL

I want to restrict some users so that they can just view the data, not make any changes. I don't want to create a separate database or user with readonly access as we don't have enough resources.
Instead I am wondering if we can make MySQL TOAD as read only. The google search did not give me much results realted to the topic. I am hoping I can get some help here!
Please help me!!!

This is not possible with the Toad for MySQL freeware. You can do this with Toad for Data Analysts. But it isn't freeware I'm afraid. You can find it here:
