hi there im getting this error when i try to connect by TCP. anyone know why???

I just installed 5.0.0.345 and am getting the same error.  I can login to the same db just fine via Toad For MySQL (4.6.0.531) installed on a Windows server.  Setup the connection the same way.

I have installed 6.0.0.1714, i am able to connect to mysql server on my LAN but when I try to connect to MySQL RDS it displays this error where as I can connect to that instance using HeidiSQL
