Character Set, Collation in Alter Table

I seem able to change a character set / collation per column -- it persists as such in the column tab -- but when I try to alter the table (double-click the table name), each column has the old character set.
Moreover, if I edit the whole table's character set and go back to alter the table, I do not see changes either -- so I can't tell via Toad if it changed the whole table at all.
